For batteries 1.0 on Windows add SciTE and scintilla to the Reposiotry.

@davidm I'm not completely familiar with how SciTE .properties work and the documentation is not especially clear on the following: Can I place all *.properties into share/scite/properties and tell SciTE which is in bin along with a SciTE.properties file to import ../share/scite/properties/* ? I rather not install all the .properties files into bin. Any help would be welcome so I can move on to integrating lua-inspect

Version 3.2.1 is in repository, Windows only for now. I managed to solve the issue by patching the default handling of SciTE_HOME env. variable.
