Description
Build system should add Ubuntu 22 on ARM64 as a supported platform.

Additional context
By using the QEMU emulator, it should be possible to run Arm64 Docker containers on the x86_64 build server. Meaning that building MDSplus for ARM64 will not use cross-compilation.

According to @joshStillerman, this feature was requested by @dgarnier. Also, @mwinkel-dev will use this to run MDSplus in VMs hosted on an Apple Silicon MacBook. Other customers and developers using Apple Silicon could use this release as a temporary workaround (i.e., until the port of MDSplus to native Apple Silicon is completed). Furthermore, it might be suitable for some Raspberry Pi platforms.
