tckedit & tckgen: -precise option #1450

Add -precise command-line option to both tckedit and tckgen, which will invoke the precise streamline-to-voxel mapping mechanism before testing streamlines against any provided ROIs.

Note that in the case of tckgen, this could only be performed once the entire streamline has been generated, and would only be possible to apply to inclusion / exclusion regions, not masks. Indeed using this capability in conjunction with masks in tckedit would also require a fair amount of work, since it would require generation of new streamline vertices at voxel edges.
