can copy catalogue item that should be disabled

I see the message listed in dc22c38 on mouseover of the item that it can't be copied, but the UI still lets me attempt to copy it.

@ZitaNemeckova please take a look, the hover over text this item cannot be copied is always there on Copy Catalog item button for all items, it should only be visible on the ones that cannot be copied.
