In the mapserver 6.3-dev:
the Legend from a GetLegendGraphics call don't follow the setting minScaleDenominator / maxScaleDenominator when they are put on the style level.
It will merge all the styles indipendently from the minScaleDenominator and maxScaleDenominator.
