Hi,

The mapaxisorder.csv is the list of all the reference system where the mapserver should invert the axes.
The list in mapaxisorder.csv is obsolete . Infact in it is missing some new epsg codes.
As example: epsg:6707, 6708 and so on.

A new script create_mapaxisorder_csv.py is added to do the
refresh of mapaxisorder.csv from a EPSG database
