MDEV-26110 fixup: GCC 4.8.5 -Wtype-limits

row_ins_index_entry_set_vals(): Remove an assertion that trivially holds because the 16-bit dict_col_t::len cannot represent the value UNIV_PAGE_SIZE_MAX.
