Tab context menu "New console..." should always open a dialog #1484

ConEmu build: 180318 x64
OS version: Windows 10 v1709 x64
Used shell version: Powershell, cmd.exe

Problem description

When right-clicking the tab bar and selecting "New console...", it will by default just open a new default console. A "..." indicates that the user can expect a dialog (see -> "Using ellipsis").

This confused me a few times and I found it hard to discover how to open a non-default shell. Please either default to opening the dialog or remove the ellipsis if the settings say do-not-confirm.

I think the behavior of this menu item shall replicate the same item from [+] toolbar button.

Related: gh-701

I decided to rename all items to "New console dialog..." so they will work equally regardless confirmation setting
