Environment variables are not applied when launched with -new_console:a #562

In the latest preview version (160228), environment variables that are specified in Settings->Startup->Environment are not applied to the environment if ConEmu was launched with the -new_console:a option (launch as admin). They work if :a is not specified.

My Settings->Startup->Environment has the following:

set InConEmu=TRUE

When I launch ConEmu as follows, that variable is not set:

E:\ConEmu\ConEmu64.exe /cmd cmd.exe -new_console:a

When I launch ConEmu as follows, that variable is set:

E:\ConEmu\ConEmu64.exe /cmd cmd.exe -new_console

This used to work before the latest update. I'm on Windows 10.
