Finalise the NEWS file for the 11.07.1 release.

NEWS:
	Mention the bug-fixes for the csharp grade on Cygwin and
	also that GCC also now works in C99 mode with Mercury.

README.Cygwin:
	Update the list of Windows versions on which the Cygwin
	port has been tested.
