Downgrade React for MetaMask extension compatibility

The kernel control panel will be loaded within the MetaMask extension environment. To prevent React version conflicts and ensure seamless integration, we need to align our React version with MetaMask's current React version. The control panel uses React v18 and we need to downgrade to v17
