I had a very old installation of Miktex2.9 (admin mode) which was working fine. I made an update yesterday and run into the problem as described in #187.

I then deinstalled MikTeX (first user part then the admin part) and tried a fresh install. The installation worked fine but the first update fails with the following error message:
Windows API error 127: Die angegebene Prozedur wurde nicht gefunden.

dllName="C\Program Files\MiKTeX 2.9\miktex/bin\MiKteX209-core.dll

MiKTeX: 2.9
OS: Windows 7 Professional, 32-bit, Service Pack 1, build 7601

CommonInstall: C:\Program Files\MiKTeX 2.9
CommonConfig: C:\ProgramData\MiKTeX\2.9
CommonData: C:\ProgramData\MiKTeX\2.9
Invokers: cmd

I also tried the two proposed cmd commands after this step:
initexmf --admin --update-fndb
initexmf --admin --mklinks --force

MiKTeX Console can't find any updates afterwards.

A minimal tex file:
This is a test.

works fine.

As soon as I add a \usepackage, where MiKTeX has add (set to ask for permission first) a package the compile run fails.

Sorry, but pdflatex.exe did not succeed. The log file hopefully contains the information to get MiKTeX going again: C:\Users\omfk\AppData\Local\MiKTeX\2.9\miktex\log\pdflatex.log

What has to be done in order to get a admin instalaltion with "ask before download"?

Please note that there a new version has been released. I would recommend that you reinstall MiKTeX using the new installer (basic-miktex-2.9.6942-x64.exe). Alternatively, you can upgrade on the command line (bypassing MiKTeX Console):

mpm --admin --update

This should solve the issue.
