Removing dependency on PsDesiredStateConfiguration Resource

Research removing dependency on PsDesiredStateConfiguration Resource which in some cases is out of date and no longer supported.

Describe the solution you'd like
Make sure that all resources will be able to be migrated to xPsDesiredStateConfiguration.

Recent conversation with Adam Haynes realigned the tasking to refactor all resources to be migrated to the PSDscResources module.

@davbowman instead of xPsDesiredStateConfiguration can we switch everything to PSDscResources since it is the way forward for both resources?
