Use a VM with 1 processor.

Bug: The Microsoft.VSCode.CPP.IntelliSense.Msvc process fails, leading to an endless flame in the bottom right (no CPU usage).

Workaround: Increase the processor count or change the intelliSenseEngine setting to "Tag Parser".

It's possible some of the previously reported issues were caused by this.

Fixed with 0.14.4.
