Review telemetry events that should be being sent but don't seem to be.

• datascience.add_cell_below: I'm not sure when this is sent. It doesn't seem to be sent when you add a new cell below in the native editor.
  • Used when in a python file (not notebooks)
• ds_internal.class_construction_time: Obsolete?
  • Obsolete (will remove in PR)
• ds_internal.find_jupyter_command: Obsolete?
  • This is used by old approach of locating jupyter.
  • Will remove the related code.
• datascience.native.mouse.arrow_down: Added with the expectation we would use in an initial telemetry push, but ultimately was replaced with MoveCellUp and MoveCellDown?

• datascience.native.mouse.arrow_up: See above
  • Not used
• datascience.native.mouse.insert_below: This seems to be a bug. I'm not sure we're getting telemtry for adding cells at all.
