The section "Split vowel handling" claims: "the validation schemas only take into account the cardinal positions (Pre, Above, Below, Post) since the full decompositions occupy one position only."

This statement is not correct. U+ 1B3C BALINESE VOWEL SIGN LA LENGA is fully decomposed and has UISC Vowel_Dependent, but its UIPC is Top_And_Bottom.
