The USE inserts dotted circles when rendering the NFD expansions of Sinhala vowels 0DDA SINHALA VOWEL SIGN DIGA KOMBUVA and U+0DDD SINHALA VOWEL SIGN KOMBUVA HAA DIGA AELA-PILLA, as in the examples (if normalisation be preserved) කේ and කෝ. This has been observed on Windows 10 in Notepad, IE 11 and Word in Microsoft Office Standard 2016. The problem is that the USE does not allow for virama as the final element of a vowel. (FWIW, HarfBuzz, which is used in MS Edge, does support NFD Sinhalese.)
