num_history_items_recorded=0 causes mc to stop working properly

As reported in http://bugs.debian.org/723868:

When I set num_history_items_recorded=0 in my $HOME/.config/mc/ini, mc
stops working properly. For example copy (F5) no longer works.
When I press F5, simply nothing happens, no files are copied.
