MC never creates its own home ~/.mc directory

Since compatibility_move_mc_files() have been removed ([5deebd4]), MC doesn't create ~/.mc directory at all.

Home directory creation mode is changed from 755 to 700.

I agree with latest path (rights is a 0700, not 0755) because on home directory (~) may be rights 0750 (or 0755) for group access for some share data in user home. But mc files may contain passwords for hosts (fish, ftp), saved in form user:paswd@host
