Steps:

  1. Alexa, tell scout to get headlines
  2. Listen
  3. Alexa pause
  4. Alexa resume
  5. Listen
  6. Alexa Stop
    Alexa does not say "Goodbye, thank you for listening to the web with scout".

We can't really fix this because of limitation in Alexa. .

"Note: In the above scenario, when your skill is not in an active session but is playing audio, or was the skill most recently playing audio, utterances such as 'stop' send your skill an AMAZON.PauseIntent instead of an AMAZON.StopIntent." -- From Alexa Help

Essentially, there is no way to differentiate between "Alexa Pause" and "Alexa Stop" when you are listening to the audio. so no way to fix this.
