Make Editor Scrolling Only Happen If Text Selected #2120

Brief summary of issue / Description of requested feature:

The editor window was scrolling any time someone clicked on it close enough to the edge (several lines on the top and bottom), which was causing problems, and so was disabled. In turn, this disabled the ability to scroll the window while selecting text. My idea is to make the scrolling only happen if text is selected, that way just clicking near the edge of the window won't do anything under normal circumstances.

Additionally, it may be worth looking into limiting the distance from the edge where this happens, to reduce the chance that someone is surprised by the scrolling. Specifically, it should be possible to select the bottom visible line of text if the mouse is near the top of that line of text, without danger of scrolling the window.

It looks like this is also an issue when trying to move the cursor in Mudlet's editor? On 3.16.1, if I try to use the up arrow in the text editor it keeps scrolling off the screen, leaving me free to make code changes that I can't actually see.
