Selecting and viewing a Timer in the editor causes it to be restarted if active, even if it is not changed #2510

Brief summary of issue / Description of requested feature:

Whilst working on other aspects of the Mudlet Timer item recently I became aware of an issue which I mentioned in #2479 (comment). Basically, when a timer is selected in the editor and gets saved - possibly merely by selecting a different item, the TTimer is saved and that includes setting the Timer Interval again.

However doing that causes the timer to be restarted from the beginning and it will not execute it's code effectively until however long it had been running for and then the full interval on top - which for timers of significant duration (more than a few seconds) can really mess up the functionality that is trying to be implemented.

As this is not fatal to the application (though it might prove fatal to a player's character?) I am marking this a medium bug but I will look at it as soon as I can.
