Reduce rocksdb_sys_vars suite to one test

rocksdb_sys_vars has tests which are generated based on template. This is an opportunity to reduce the entire suite to a single test. The test should reside in rocksdb suite. Here is how it should work:

• be somewhat data driven
• easy to extend to test new variables
• make sure that all rocksdb_ variables are tested
