Because the word personnel connotes employment at an organization, I think a more inclusive term should be used. This is related to expanding the the document of userId/directory for web identifiers such as ORCID in #260.

This PR may partially fulfill #260. I PR'd instead of pushing directly upstream in case others wanted to review and add to what I've done.
