unbound-contro;-setup hangs sometimes depending on the openssl version

To reproduce
Run the script when an old version is installed

Expected behavior
A clear and concise description of what you expected to happen.

System:

• Unbound version: unbound-1.21.0
• OS: FreeBSD and probably others
• unbound -V output: Not relevant

I think this is a duplicate of #1126 . I do not mind adding the 'openssl version' as the additional parameter on the commandline, but perhaps the commit that fixes that issue already fixed this one as well.
