Windows 32-bit binaries download seems to be missing dll dependency

Describe the bug
In the Windows 32-bit binaries download the included libunbound-8.dll depends on libgcc_s_dw2-1.dll, which is neither a normal Windows system dll or included in the download.

Note that in the 64-bit download, libunbound-8.dll does not depend on the libgcc_s_dw2-1.dll (or similar) library.

To reproduce
Steps to reproduce the behavior:

1. Download and unzip https://nlnetlabs.nl/downloads/unbound/unbound-1.23.0-w32.zip.
2. Try to load the libunbound/libunbound-8.dll in a 32-bit programs.
3. Loading fails, probably because of missing libgcc_s_dw2-1.dll (loading the 64-bit version in a 64-bit programs works).

I also viewed the dependencies of the dll with https://github.com/lucasg/Dependencies, which showed me the missing libgcc_s_dw2-1.dll dependency.

Expected behavior
The Windows 32-bit binaries download interludes all non-system dependency for the libunbound-8.dll library.

System:

• Unbound version: 1.23.0 (older version, e.g. 1.18.0 seems to be affected too, so not a new Problems)
• OS: Windows

Thank you for the report! The executables, for both 32bit and 64bit, turn out to be fine. It is for the 32bit libunbound-8.dll that this dependency exists. The commit fixes it by including the dll that is needed in the download.
