unbound-anchor is compliant with RFC 7958, and the XML format remains unchanged between the old draft and RFC 7958. Update the comments to improve clarity.

Describe the desired feature
The URL in a comment in unbound-anchor.c to
https://data.iana.org/root-anchors/draft-icann-dnssec-trust-anchor.txthas sadly become a 404.I'd like to suggest changing that either to a copy at NLnetLabs (I have found one archived at https://github.com/oerdnj/dns-root-data/blob/master/draft-icann-dnssec-trust-anchor.txt) or to RFC 7958.
