Added ARM64 for both Release and Debug configurations and also updated the CI recipe.

I noticed that the CI configuration matrix says v142_xp , but we should change that too, right?
Since there's no v142_xp. XP supported ended with 141. I didn't want to change that here because I don't know if it would break some of your upstream scripts.

Resolves #105

Also, I checked AppVeyor, and they do have the ARM64 tooolset installed in ther VS2019 images 🎉
