Enhance schedule objects

Schedule:Compact should have something else than setString to add new fields, and have some kind of proper extensible group probably (Through, Until, Value)

Schedule:FixedInterval should have a way to set the behavior for WinterDesignDay and SummerDesignDay at least.

(ScheduleFile should be implemented)

@jmarrec Schedule:File should be coming this quarter. Your other comments make sense except how can ScheduleConstant have (Through, Until, Value), it is a constant value?
