Setting lower bound of 2 MSS for cwnd with ECN may result in symptoms of congestion collapse with certain specific conditions, e.g., if the actual (physical) queue size is very large and there is a mix of ECN-capable (ECT) and not ECN-capable flows. When the number of ECN capable flows increase the start starving the not ECN-capable flows as ECT flows stop responding to congestion and start increasing the queue such that AQM has to drop almost all not ECT packets.
