Honestly, we don't know. We haven't done much Epub development, and this is the first time we've seen it mentioned in relationship to our tools. A little scanning of O'Reilly's EPUB3 Best Practices Multimedia Chapter and the IDPF's EPUB Content Documents 3.0 spec suggest that the answer is "probably", although as it stands now, SoundciteJS makes some assumptions about being able to download assets from the internet.

Until we have a more clear motivation to work on EPUB3, this will probably lie dormant, but we'll leave the ticket open in case others are interested.
