Question about using Spectral Normalization

hello, The article states that

We apply the Spectral Norm [38] to all the layers in both generator and discriminator

but, Spectral Norm is not applied in

1. last conv layer of generator
2. first conv layer and last conv layer of discriminator
3. SPADE 2-layer Demodulation network

I am relatively new to GANs
there is any reason for discarding Spectral Norm in conv layers?
