Adds rake tasks for running Solr in development and test mode; and populating index with fixtures. rake sdr:test rake sdr:development
Adds vagrant. Solr confs for solr-wrapper expectations.
…/spatial_data_repository into feature/solrwrapper
Remove as no longer pertinent.

PR to move solrwrapper branch with test suite updates and Vagrant/VirtualBox work into master. See README for an outline of "vagrant up" steps.
PR adds several application development rake tasks:
Modifies blacklight.yml and database.yml config files for Solr and Database local development work. Updates Gemfile to add Rspec and Capybara dependencies, move Mysql gem requirement to production environment.
