pc_align: Allow loading of radius measurements from CSV #100
If a CSV has a radius measurement, we know we have a geocentric measurement and thus we no longer need a datum. This is a way for the user to never mess up pc_align's interpretation of the input CSV data.
Ideally this would be supported through a generic reading of CSV.

Actually, even for input measurements of lon, lat, radius, we still need the datum to convert to Cartesian coordinates (to be more precise, spherical and non-spherical datums will return different results).
I modified pc_align so that if none of the inputs are specified via lon, lat, so if every input is Cartesian (e.g., ASP PC file, or CSV xyz file), then the datum is not required.
