Initial privacyIDEA Enterprise Edition Appliance based on privacyIDEA 2.23.4.

• Installs an Ubuntu 16.04LTS including privacyIDEA and pi-appliance.
• Sets hostname to privacyidea
• IP configuration via DHCP or static

After installation, you either need to run pi-appliance or pi-manage to set up the first token administrator, which can be used to login to the webui and get things going.

NOTE: This setup does NOT update the privacyIDEA system as long as you do not get a privacyIDEA Enterprise Edition SLA.
