fail2ban-unban is back #5973

With previous version of fail2ban the wrapper fail2ban-unban has been removed, this issue intends to get it back

Proposed solution

make a wrapper to fail2ban-client : NethServer/nethserver-fail2ban#81

Alternative solutions

Change the documentation and states it has been removed
