Current sources do not work with the Izhikevich model in the NEURON backend #257

Currently, the Izhikevich model for the NEURON backend is as a pure POINT_PROCESS (handles the evolution of v as well as all the other state variables). All the other models are implemented as a Hoc section (which handles v) with point processes inserted as needed to handle the other state variables, events, etc.

The implementation of current sources relies on the latter type of implementation. We need to either reimplement Izhikevich to use a Hoc section, or extend the implementation of current sources to support the current Izhikevich implementation.
