powerManagement.powertop.enable breaks Bumblebee #43067

Issue description

If my /etc/nixos/configuration.nix contains the line

powerManagement.powertop.enable = true; # run powertop --auto-tune on startup

bumblebee breaks: optirun PROGRAM complains it can activate the discrete card.

I think it's worth noting that the error is not recoverable without rebooting. Running sudo powertop and manually putting all tunables to Bad doesn't help, neither does rebuilding with the option removed. I assume this indicates the root problem occurs during boot.

Steps to reproduce

  1. Add powerManagement.powertop.enable = true; to configuration.nix with Bumblebee enabled.
  2. Rebuild,
  3. Reboot
  4. Try to run an app on the discrete card with optirun PROGRAM
