Issue description

Hotplug for memory is not enabled in the NixOS 18.09 kernel configuration.

I think it would be very valuable to enable this in the NixOS kernel.

Steps to reproduce

Attempt to activate hotplugged memory on NixOS in a virtual machine host. Note that you cannot.

Please run nix-shell -p nix-info --run "nix-info -m" and paste the
results.
nix-shell -p nix-info --run "nix-info -m"
