Certain applications aren't packaged for Pantheon

Thought I'd open this since I've received questions for certain subtle omissions.

They remain unpackaged because they're

• Non-functional.
• Have problematic functionality in NixOS.
• Unsafe / untested.

Some of these might be tracked in their organization's project Distro-agnostic Pantheon

Always open an issue upstream 😄

switchboard-plug-locale

Status: Haven't tested this one for a while.

• We usually do this in NixOS configurations?

switchboard-plug-useraccounts

Status: We now have 9adfe4a.

I'd be glad if Elementary Mail would be packaged. At least I wanna look and poke at it, despite not using an IMAP mailbox (I use Notmuch for indexing mail and at this point I'm considering just writing my own email client in elementary OS' style). The rewrite mentioned in elementary/mail#8 seems to be complete, judging by dependency list on README.md.
