Motivation for this change

Backport of #98619

Refactors to pytestCheckHook and removes unused nose dependency.

WFM macos 10.14, non-nixos linux x86_64.

I'm a bit hesitant to merge this because of all the rebuilds, but I don't know whether people are planning to make much use of staging-20.09.

save machine learning libraries, python libraries are considered pretty "cheap".

I think this is a benefit for mac, so we should merge.
