This patch fixes the builds of frame-cmds, frame-fns and zoom-frm from emacsPackagesNg that build on master but not on release-16.09.

Why did the hashes change? Were they always incorrect?

I don't know why they changed. The became incorrect after some nixos-16.09-small upgrade I performed two weeks ago. I upgraded from 2ad30bd to e67d70f.

I see that these packages do not have stable urls, so it might be the maintainer just pushed a new version ... In any case, I believe this package set is generated automatically, the problem should be fixed "by itself" the next time the package set is updated. Potentially we need to cherry-pick the melpa updates to release. cc @mdorman usually deals with that.

The hashes changed because these are not stable versions. That means the version numbers also need to be updated. Please use the emacs2nix tool for this.
