maxima-ecl: Disable more failing tests

Motivation for this change

Since #39398 (comment) was not enough.
rtest14 seems to contain most of the offending tests: some failures on the initial ofBorg build, some others in my local build and even more on the new aarch ofBorg build. So just disable that whole testset.

It seems that the one failure in rtest8 is an outlier.

• Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
