cpython: skip macOS system frameworks #67470

We don’t want cpython picking up /Library/Frameworks and
/System/Library/Frameworks which contains Tcl.framework. Instead it
should use the one provided by Nix. this would not be an issue if
sandboxing was enabled, but unfortunately that has its own issues.

Motivation for this change

  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

Similar fix is probably needed in 2.7/default.nix

It didn't happen for me on python2. Not sure why though.

Thanks! I thought the reason 2.7/default.nix doesn't need this is because it applies use-correct-tcl-tk-on-darwin.patch.
