[r19.09] haproxy: add patches for CVE-2019-19330 #74794

Motivation for this change

Patch needed a small amount of context-adjustment to apply, so included in-repo.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits

Actually - only one of these three patches needs context adjustment. I think I'm going to pull in the unadjusted ones using fetchpatch instead of balling the whole thing up into a single patch. Stay tuned... Ok, all done.

Closing this in favour of bumping to 1.9.13 instead. I wasn't aware of its existence because upstream keep stable branches in totally separate repos.
