According to a private email from the author, palp-2.12 seems to be in something like a beta stadium:

So this time I'm trying to avoid [issues due to late changes to an already released version] by not (yet) announcing palp-2.12 on the website [...].

2.12 never became official. Instead the author decided to release 2.2 to avoid confusion.
