Post editing toolbar is missing in mobile composer

It was there before, but then I went ahead and removed it fully intending to bring it back... I never did 😬

Oh good, while you're here, where should I put the toolbar? I was thinking a button to bring up the toolbar instead of having the entire toolbar itself take up a bunch of space. Here's how it looks now:

Looks good so far. I peeped it out while browsing the site this morning on mobile just to see what improvements could be made for a better experience when composing. I'm not really sure how to do this without sacrificing with the current design here.

In other words - this won't be easy and could easily be done wrong and quite honestly I have no clue, but I have a few ideas. One of them I've implemented and are still working out the kinks but pretty much I have double the room to work with here as opposed to one single pane because there was no other better option at the moment without that sacrifice.
