Move ~/.chef and ~/chef/cookbooks directory creation to cookbook #43

Don't do this in the bootstrap script.

berks-cookbooks, Berksfile, etc. should be generated in a temp dir, not in ~/chef

Let's setup new users for success by creating a .chef dir:

$USERPROFILE/.chef on Windows
$HOME/.chef on Mac

Refactor Mac bootstrap script
Bootstrap: create temporary directory using `mktemp -d`

Stop creating ~/.chef, ~/chef, and ~/chef/cookbooks directories in bootstrap script
since creating these directories has been moved to the cookbook.
