NuGet opens the output window during background restore #4274

NuGet has a annoying behavior where it opens the Output window during restore. This might be okay for a certain operations such as explicit clicking of Restore solution, but it's annoying when it happens because of something completely unrelated such as editing the project file, or changing TFM for the Project properties.

Can we change this behavior?

I thought we had a design for the notification window. Forcing the output window to show up is super annoying.

Do NOT open output window diring auto-restore
Resolves NuGet/Home#4274.

Current behavior for auto-restore was to activate output console on
first message, e.g. on header line "Restoring NuGet packages...".
So to stop annoying the user with popping output window the `Activate`
method call was removed from this scenario. The ouput window itself
will be created and log messages will be logged after this change. In
order to see them user will have to locate the output pane titled
"Package Manager" and make it visible.

Other scenarios, including on-build and explicit solution restore, will
NOT be affected.
