https://github.com/NuGet/NuGet.Client/blob/7461cdf55e1da8e8fea43eccca8df1af4db1e0e0/src/NuGet.Core/NuGet.Packaging/Signing/Utility/SignatureUtility.cs#L484 does not check all chain statuses and it should.
